Open & Competitive Recruitment

Open and competitive recruitment refers to the process of seeking a broad pool of applicants for a vacant position, ensuring that all qualified individuals have the opportunity to apply and be considered. This process involves advertising the position, communicating with applicants, conducting interviews and assessments, performing reference checks, and extending an offer of employment to the most qualified candidate. All actions are conducted in accordance with established nondiscrimination and equal employment opportunity practices, consistent with University policies, and applicable federal and state laws.

Internal Recruitment

Internal Recruitments are a type of competitive recruitment for career positions where only internal candidates are eligible to apply for a vacancy. Internal recruitment can be limited to the UC system as a whole, to a particular UC location, or to a particular organizational unit. Approval from the Chief Human Resources Officer (or designee), in consultation with the Chief Compliance Officer, is required to ensure alignment with equal opportunity policies. To initiate, departments must complete the Internal Recruitment Request Form and submit during the Vacancy Request process or to their Talent Acquisition Partner, who will coordinate the review and communicate the final decision.

Interim Appointment

Interim Appointments are a temporary assignment used to fill a vacant position while a permanent hire is being sought, for a limited period of time (up to one year). This ensures continuity of operations and may be filled by an internal or external candidate, depending on organizational needs. When appointing an existing UC Davis employee, departments should coordinate with Human Resources to ensure appropriate communication to interested employees and proper documentation. Interim appointments generally do not require full competitive recruitment and follow local procedures.

Direct Hire:

A hiring process in which an individual is appointed directly by the organization, rather than through a staffing agency, contractor arrangement, or full competitive recruitment. The employee is considered a regular staff member from the outset, with all associated benefits and responsibilities. Direct hires are typically used for short-term limited assignments and may involve internal recruitment procedures. For long-term assignments, an approved waiver of competitive recruitment may be required by the appropriate authorities.
