Prepare for July 1 Federal Student Loan Changes
Major federal student loan changes take effect July 1, 2026. These updates may impact:
- Repayment plan options
- Eligibility for PSLF
- Borrowing for future education
What to know
- PSLF still exists & borrowers are actively receiving forgiveness
- Any new Parent PLUS loans issued after July 1, 2026 are ineligible for income-driven repayment (IDR) and PSLF. If your existing Parent PLUS loans are consolidated before July 1, 2026, you will still have access to IDR options and PSLF.
- Graduate PLUS Loans end for new borrowers on July 1, 2026, and while current students can continue borrowing for a limited time if they stay in the same program, all future graduate and professional students will face new capped borrowing limits.
- SAVE Plan: The SAVE plan is ending, and you will have 90 days to change repayment plans after July 1, 2026. Now is the time to consider your alternatives. If you’re working towards PSLF, switch to the better of PAYE, ICR, IBR, or the new Repayment Assistance Plan (RAP), available July 1st.
- PAYE or ICR plans - You can stay on these plans and earn PSLF credit until July 1, 2028.
- Anyone who borrows new federal loans or consolidates their loans after July 1, 2026 will only have access to RAP to make progress toward PSLF.

The University of California (EIN: 94-3067788) is a qualified employer for the PSLF program. Generally, many full-time UC employees who otherwise qualify may be eligible to apply their months of employment towards PSLF.
